about the potential impacts from Tropical
Storm Elsa, currently lifting across the
Carolinas early this morning.
Overview and Impacts:

A Flash Flood Watch in effect for most areas
through late tonight, as 2-4" of rainfall
with locally higher amounts will result in
scattered instances of flash/urban flooding
across much of the area.
·
Tropical Storm Warnings now in effect for
portions of north east North Carolina
·
Elsa is forecast to track across northern
North Carolina and eastern Virginia from
this afternoon into tonight.
·
Tropical Storm force wind gusts across
portions of northeast North Carolina,
southeast/eastern Virginia, late this
afternoon into this evening.
·
A few tornadoes cannot be ruled out across
north east North Carolina.
