This section provides for the identification and
continuing survey of facilities considered
critical in emergency/disaster situations and
describes possible actions which can be taken to
protect, manage or restore facilities.

AND ASSUMPTIONS

Situation:

Certain identified facilities
will be vital to emergency response during a
major emergency or disaster event while
other facilities would be critical for
immediate and long-term recovery from the
event.

Several categories of vital
facilities have been identified in Bertie
County:

Electric distribution system components
-
Water distribution/waste water
facilities

Health/Medical Facilities
-
Transportation networks
-
Communications networks
-
Emergency services facilities
-
Landfill and debris sites
-
Public buildings
-
Public/Private supply centers
-
Aircraft landing sites
-
Historic structures
-
Boat landings and ramps
-
Bertie County vital facility information is
updated on a regular basis.

Assumptions:

Identification of vital facilities will make
it possible to predict certain consequences
of disaster, and to expedite the response of
necessary resources from outside the area of
impact.

Knowledge of vital facilities
will reduce the dependence on �unwritten"
and "assumed" information and assist in
predicting consequences of a disaster.

Knowledge of vital facilities
will expedite damage assessment and loss
estimation following a disaster.
-
The identification of vital
facilities will assist in prioritization of
facilities for emergency preparedness.

Knowledge of vital facilities will allow for
the implementation of planned mitigation
approaches/projects in an attempt to reduce
vulnerabilities.

CONCEPT OF
OPERATIONS

A. |
General
|
|

Information pertaining to
vital
facilities and
resources will be maintained in the
Bertie County computer systems, and
accessible to the Bertie County and
Municipal Emergency Operation Centers only
and only by persons assigned an appropriate
level of security.

The vital facilities inventory will be
maintained and frequently updated.
-
Vital facilities data will serve as the
basis for establishing mutual aid and
statements of understanding with other
governmental or non-governmental agencies
